INTERNATIONAL – Ukrainian President Volodymyr Zelensky has welcomed the resumption of American intelligence warnings about incoming Russian missile attacks, describing the development as an important step toward protecting civilians amid the ongoing war. The announcement followed diplomatic discussions in Oslo, Norway, on October 20, 2026, as Kyiv sought to strengthen cooperation with Washington despite growing disagreements over military assistance and negotiations with Moscow.

According to Kompas.com and reporting by the Associated Press (AP) and Agence France-Presse (AFP), Zelensky said Ukraine was once again receiving advance warnings that could help authorities prepare for incoming ballistic missiles. Such information is critical because it gives civilians time to seek shelter while allowing Ukrainian military units to prepare their air defenses.

“We are thankful that intelligence works now,” Zelensky said, emphasizing the importance of early warnings for “children, adults, civilians.” He added that the information helps people know when a ballistic missile is approaching. His remarks came after Ukraine had reported a lack of timely warnings before recent Russian strikes, raising concerns about the safety of communities already enduring repeated attacks.

The restoration follows discussions between Zelensky and American officials, including US Secretary of State Marco Rubio. However, Washington has denied changing its intelligence-sharing policy, leaving questions about the circumstances surrounding the reported interruption.

The development comes amid intensified Russian attacks on Ukrainian cities and energy infrastructure. Recent strikes have caused civilian casualties and disrupted electricity supplies, increasing pressure on Kyiv to secure additional military support before winter places further strain on the country’s energy system.

Zelensky also raised concerns about delays in delivering American-made Patriot air defense interceptors, which are essential for countering ballistic missiles. Several European countries have reportedly been prepared to transfer missiles from their own stockpiles, but approval from Washington remains necessary. The Ukrainian leader also discussed Starlink satellite communications, another important capability for maintaining battlefield connectivity.

Meanwhile, relations between Kyiv and Washington remain strained. US President Donald Trump has urged Ukraine to reach an agreement with Russia, while his administration has pursued diplomatic contacts with Russian President Vladimir Putin. Zelensky, however, insists that Ukraine must participate in any negotiations concerning its future.

“Ukraine wants peace more than anyone,” Zelensky declared, reiterating his country’s desire to end the conflict while maintaining a meaningful role in the peace process.

Norwegian Prime Minister Jonas Gahr Store said US envoy Steve Witkoff was expected to travel to St. Petersburg to meet Russian officials and discuss proposals developed through consultations with Ukrainian and European representatives. Kremlin spokesperson Dmitry Peskov also expressed hope that these discussions could help prepare the ground for a potential meeting between national leaders.

As diplomatic efforts continue, Ukraine faces the dual challenge of protecting its population from ongoing attacks and securing reliable international support. The renewed missile warnings offer a potentially important safeguard, while negotiations involving Washington, Kyiv, and Moscow could shape the next stage of the conflict.
